RE: Planning Application 7/2020/5251: LAND ON WEST SIDE OF WOODSIDE,, INGS LA8 9PY. Easting (x) 344744 – Northing (y) 498705
We wish to make you aware of a number of strong objections that we have with regard to the proposed development of an additional property on open space to the side of Woodside, 7/2020/5251. As an immediate neighbour to the site of the proposed development, we are of the view that the proposed development will have a serious impact on our standard of living and a large impact of the quality of the Lake District National Park.
Our specific objections are as follows:
- Inaccuracies in the application.
- The field size specified is incorrect. In the application the area is 141.0 Hectares. The actual size of the field owned by Mr Morgan is in fact 1 Hectare
- The map provided fails to show the end section of field sold to Wendy Randall and John Hiley in 06.09.2011 Land registry numbered CU262093 of approximately 0.044
- The question “How long has the land on which the proposed development would be located been in use for agriculture for the purposes of a trade or business?” States 15 years but Mr Morgan only purchased the land in 05.11.2010 making his use 10 years.
- The question Would the proposed building be used to house livestock, slurry or sewage sludge? Mr Morgan has answered No. However, in the question “Is the proposed development reasonably necessary for the purposes of agriculture?” Mr Morgan answers “animal welfare” which would indicate the building being used for housing livestock.
- Is the proposed development more than 25 metres from a metalled part of a trunk or classified road? Mr Morgan has answered Yes. There is no indication on the supplied map on where the building is to be situated.
- Real safety concerns on an already junction packed road.
The government’s own statistics conclude that the number of reported accidents occurring at road junctions in Great Britain in 2018 according to accident severity. T or staggered junctions, were the most dangerous type of junction in the country in terms of fatal, serious and slight accidents.
Although there is an entrance to the existing field, building the facility to store agricultural and building plant and materials would increase the traffic on this junction. Mr Morgan would be storing here for use in his holdings in the Kentmere Valley and for his various building projects around the surrounding area. Increase of deliveries from Large wagons and Mr Morgan himself moving plant on trailers would drastically increase the danger on this already notorious road.
The position of the entrance directly opposite and existing turn into the Ings Filling station contravenes DCAN 15: Vehicular Access Standards Location of Accesses point 7.3 where the stepped gap should be at least 15m where it is virtually 0m
- The building is proposing to be built on an area already designated a high flood risk
Local Plan Policy 03: Development and flooding
We want to increase the resilience of the Lake District to all types of flood event, including river, surface water and coastal flooding.
We will achieve this by:
supporting development proposals in accordance with National Planning
Policy and associated Planning Practice Guidance; and
supporting flood resilience schemes and Natural Flood Management which
– are tailored to provide the optimum solution for the catchment as a
whole, and
– reduce flood risk in Rural Service Centres and Villages or areas of highest
risk,
The proposed building location is a high risk area as shown on the Governments own flood risk website. https://flood-warning-information.service.gov.uk/
The building of this barn would endanger the flood plan for the entire Ings catchment. Going completely against Local plan Policy 03 reduce flood risk in Rural Service Centres and Villages.
- The building is too big for the small field and does not reflect the Lake District and its values
LDNPA Local Plan Policy 1
We want the extraordinary harmony and beauty of the Lake District landscape, its Special Qualities, including the attributes of Outstanding Universal Value, to be conserved and enhanced.
LDNPA Local Plan Policy 02: Spatial Strategy
We will enable development that contributes towards achieving the four
themes of the Vision, supports and maintains the vibrancy and sustainability of
settlements and reinforces local distinctiveness and sense of place.
We will achieve this by supporting development that is:
- of a scale and nature appropriate to the character and function of the
location in which it is proposed; and
We feel the very large basic building proposed on such a small piece of land within meters of the main A591 arterial route in and out of the Lake District National Park is at great odds with Policy 1 and Policy 2 .2 of the Local plan.
The mismatch of this basic agricultural building made with a concrete base, Yorkshire boarding and a tin roof are not in keeping with the beauty of the Lake District landscape. As an introduction for visitors entering the Lake District this would set the wrong impression of this World Heritage Site.
- Possible damage of a nearby SSSI the Gowan and Kent River
LDNPA Local Plan Policy 4
we want to protect our important habitats, sites and species; achieve bigger, better, more joined up and resilient habitats; and improve the function of ecosystems.
With the building of this large barn on a tributary and high flood risk area that is already on the Governments flood map. Stored building supplies and agricultural feed/ chemicals could feed into the water course and threaten the river Gowan. This river is already in a perilous state, Natural England has the rivers “Condition Threat Risk” as High.
Mr Morgan has not kept the site in the best of conditions. In the past he has been asked to clean the existing site up and remove a shipping container left at the site.
- The building of this barn shows nothing of the character of the Lake district and its location and construction could encourage crime being so close to the main road.
LDNPA Local Plan Policy 06: Design and development
We want to achieve design excellence in all development, to be inspired by and contribute to local distinctiveness, to be resilient to climate change and extreme weather events and reduce carbon emissions.
Development must:
– reinforce the importance of local character by having regard to scale, height, density, layout, appearance and materials;
– create a safe environment which ensures development is not vulnerable
to crime;
– not have an unacceptable impact on the amenity of neighbouring residents and users due to visual intrusion, overlooking, overshadowing, overbearing effect, noise, light pollution or other adverse impacts;
Policy 05: Protecting the spectacular landscape
We will conserve and enhance the extraordinary beauty and harmony of the Lake District landscape, its Special Qualities and attributes of Outstanding Universal Value.
Decisions will be guided by the Lake District Landscape Character Assessment recognising the distinctive characteristics identified in the Landscape Character Types and Areas of Distinctive Character, the World Heritage Site Nomination Document and the Historic Landscape Characterisation.
We strongly feel that this building so close to the A591 containing building and agricultural plant provides a unique opportunity to thieves who could choose this yard as a perfect place to attack with its great access to the main road and the M6 Motorway. The building itself does not have anything to do with the local character of Ings or indeed the Lake District National Park. We are in a designated LDNPA showcase area, a concreate base with Yorkshire boarding and tin roof are not recognised Lake District Buildings. The position of the field in the middle of the village of Ings means that nearly every resident in the village will have visual intrusion. Not to mention every single person driving in or out of the Lake District!
It is after all a World Heritage Site.
We would be grateful if the LDNPA would take our objections into consideration when deciding this application. We would welcome the opportunity to meet with a representative of the planning department at our home to illustrate our objections at first hand.
